update in the OP
update: the county decided to repeal this ordinance. They are now trying to enforce a 1 cart 1 person rule, which I think is necessary and doable. But frighteningly enough, this city has nightly police reports about parties, young people gathering, etc. Apparently their parents aren't listening and if the parents aren't, the kids won't either.

Someone posted pictures supposedly from a nearby county and it was obviously a Walmart and the clothing and housewares sections were taped off and had signs up saying to order through Walmart.com. This was in Southern California. Our store is now limiting the number of people entering so now lines outside. Was told one door would be the entrance and the other the exit. Not going anywhere for a while so no idea what's happening at our store. I'm hoping they don't restrict nonessential seven if I have no plans to go into a store. I think some nonessentials are helping maintain sanity at this point.

My area just started limiting shopping. I am relieved. WalMart has been swamped every single day. Now, people are angry they can't shop at WalMart the way they want. They are really screaming about it to the newspapers and local news about how their rights are being taken away. I guess their rights are more important than lives. Entitlement 101.
I have not been out of the home for almost a month now. I went last week to pick up a grocery order at my local grocery store. I didn't even get out of the truck. It was such a nice ten minute trip. DH does have to work and he keeps telling me horror stories about WalMart. Until a week ago he said every single time he drove by Michaels it was packed like it was Black Friday.
I am all for the stores limiting to one cart, one way lanes, one person per square footage.
