But I thought that Trump has said over and over that the states are responsible for procuring their own supplies and stockpiles (i.e., the buck does NOT stop with him), which seems to be the opposite of what Kushner is saying.

Maybe the states should keep their tax dollars so they will be able to buy emergency supplies. Nothing like causing dollar issues between the states! The federal government has a bid list which states, municipalities, authorities can use to buy items as needed. They should not have to buy as individuals entities. The federal government buys large quantities for an emergency stockpile, there is no bidding against each others for the same supplies.

Honestly, I know the meaning of the word ‘stockpile’. I’ve used it frequently regarding my scrapbook supplies! However, I didn’t know about the National Emergency Stockpile created in 1999. They have aided people since then in all types of emergencies. Maybe Kushner needs to google the term like I did.
