I would not approve. My 20 year old cousin died on a motorcycle... I don't want my kids on them period. I'm sure you don't, that's entirely understandable, but you do recognise that once they're away from home they can do what they want? And they'll still be your kids, however old they are.....it's just that we have to let go, however much we may 'want' or 'not want' something, because we physically can't stop them.

And...we can't keep our kids in bubble. Let them live and take their risks and have fun. Everything is dangerous for some reason or another.

Another rider here to suggest just asking her what gear she has/wears - helmet, gloves (shorties for summer), eye protection (sunglasses at the very least), long pants, jacket, sturdy ankle-covering shoes or at least sturdy shoes w/ long socks. Offer to buy her any of it she doesn't already have. We've ridden a cruiser for 12 years now and there have been some incidents - the worst of which involved a broken arm for me (from the force of landing on the pavement), but thankfully we were fully geared up (my polarfleece coat and long-sleeved t-shirt saved me from road rash).

As for the OP's question, I'd tell my dd what I think because that's how we roll in our family. My kids have also never suffered from the cut off nose to spite mom condition. So I'd also ask her if she has life insurance and if that boyfriend will agree to care for her in perpetuity should they be in an accident and she suffer debilitating injuries. The reality is that motorcycle crashes are much more likely to cause death and injury than car crashes (in part due to not wearing helmets, but that is not the only reason).  I'd have to say something. We just had a motorcycle death in family 3 days ago and are all more than a little bit raw about it ( link) I'm sorry for your loss, leap. Hugs and prayers being sent.
