But of course I dont have it, and our printer is running out of colored ink. How can I make it myself, but I need it to be flat and able to cut in a Cameo. Any ideas on how to DIY? Thanks.

Have you ever seen the shaving cream paper dying technique. That might work with alcohol inks or some other ink.

Do you need the marks that usually show up from an elastic? How about tie dying some coffee filters with liquid from mists or stains--or food colouring & water? When they dry you could iron them out and attach to cs... Or, just spritz your cs with water and press the wet coffee filter just out of the die onto it? Just googled tie dyed coffee filters, and found lots of ideas, including THiS I guess you just need water based markers and water for dipping or spritzing. Haven't tried any of this. Just trying to imagine how to get that look...

edie3 Would a marbled pattern work? Silhouette sells some of those in their Design Store. And My Favorite Things has a Marbled stamp. It’s also possible that Silhouette has tie dye patterns. The way they work is that you select the pattern, and click inside your Silhouette shape. You can adjust the size of the pattern within the shape, too, as well as where the pattern falls within the shape. I don’t know if that feature is in the basic free version, but I think it is probably at least in the Designer version of the software. Since you’ll be cutting the tie dye paper anyway, this seems like the easiest option.

Do you have any chalks left over from way back when they were popular? You can make a basic blended background with chalks, and it won't buckle, but you wouldn't be able to get the marks from the elastics that grammadee mentioned.

Why don't you make your own paper with watercolors? Brush on a layer of water before hand and the colors will blend beautifully. If you set your blade deep enough the Cameo will cut through watercolor paper.
