Like the title says. Assume we’re taking about standard indoor lights. Is there an hour that is too late/early to have them on, similar to noise hours, or is it always fine to have lights on in your house?

If a light is disturbing a neighbor I guess it can be too late or early, but I would think standard blinds or curtains would solve that. I’d need more context to truly answer because with the OP I’m going to say no, barring special circumstances lights can’t be left on too late inside a home.
Outside, especially the flood lights that can be motion activated are a different story.

If that's what the homeowner wants, then lights can be on any time. Our under cabinet lights are on all night long. We dim them, but they stay on all night. Before we had those, the light over the sink stayed on all night.

Why would anyone care if the lights in your house are on, any time day or night?

I have lights on in my house at all times. For twenty years I was a night shift night. For the last thirteen I have worked days with a few nights on weekends for extra. If I can’t sleep, I might be crafting, sew ring, cooking, watching tv, or if I am really crazy-cleaning up! So, yeah, lights on inside day or night.

There are always lights on in my house. They may be dimmed way down, like some of the kitchen lights, or hallway lighting. I figure it’s no one else's business if I want some lights on all the time.
I had no power Monday afternoon until Wednesday afternoon, and it was very weird to have the house be totally dark at night.

is it always fine to have lights on in your house? From whose or what point of view? A neighbour? Partner? Wasting electricity? Safety?

We keep hallway lights on 24/7. One on the first floor, one on the second. We also have a lamp in the living room that stays on. I like it on as those coming/going late or before dawn have a slight amount of light to see by.
Whoever comes in last turns off the outside lights. But we have a lot of space/trees around us so no one would complain even if they were never off.

In your own home? Of course not. Shining a floodlight on the neighbors? Never ok.

Depends on whose point of view you're looking at.
Anyone outside the house gets no opinion about your own inside lights. But obviously inside it could be too late for a light...for example, if my dh needs to get up for work the next morning and he's trying to sleep right now, then yes it's too late for me to keep my bedside light on. I can either go read in the living room, or I can use my Kindle. Same with say a hall light that's shining into someone's bedroom (although that someone could just shut their door).
That's all I've got.

I am wondering why it matters. It's my house. Hubby was on night shift recently so we had lights on at all hours. He wouldn't go to bed until sometime between 5-7 a.m. He's on days now so it doesn't matter but . . . We have 4 motion floods on our house that will come on if they detect something and stay on for a short while.

I’m with the it depends crowd.
For neighbors, they have no say even if our houses are two feet apart. If my house is giving off too much light you can close your curtains.
For those that live within the house, everyone has a say. I need a DARK bedroom to sleep. Our house is older so the doors aren’t completely flush in the frames. If the light is on in the hallway it shines through the doorframe and I can’t sleep. But, if someone else in my house had a good reason for needing a light in the hallway we could come to a compromise ~ nightlight, light at the end of the hall turned on, me sleep with a sleep mask, one of those things.

In general, light(s) on at any given time is acceptable. I am a night owl, so the light is always on late at night into the early hours(1:00am-2:00am-ish).
I am one who likes to have lights on(not all, but at least one). I like brightness. The lights must be on when I watch TV(no TV watching in the dark!....not a fan of dark movies theaters either.). Except when sleeping, then it absolutely must be dark.
When trying to keep the power bill at a minimum, someone leaving lights on (at any given hour of the day) when they leave a room, because they can't be bothered to turn them off....that is not acceptable.

I've never given this any thought before. We're fortunate to live in a place where our inside lights wouldn't be a bother to our neighbors & their lights have never bothered us.

People in the same household sometimes have jobs with different hours. People have insomnia. I used to love being up in the after midnight hours when it was totally quiet, no traffic noises. Fears can prompt people to leave lights on st night.
So how did this question ever come up?

I pay the mortgage, I pay the electric bill. If I want to light up the whole house 24/7 then that’s my business and no one outside of my family gets a say. The only exception to that that I can think of is if your outside flood lights are positioned so that they shine into your neighbor’s house, that’s inconsiderate and I would ask my neighbor to reposition them.

Inside, lights can be on at any time (although it drives my DH crazy that I only turn on lights when I absolutely have to - he's always griping about how I "sit around in the dark")
Outside lights are only on when we're expecting company. My neighbor casually mentioned that we don't leave our porch light on the other day when she was complaining about how dark our street was (She had the utility department install a streetlight for her back yard that blasts my back yard with harsh yellow LED light all night long - they charge her $11 a month for it. I've ordered a tree to plant to block it out so we can actually enjoy the fire pit we just built a few months ago, but it'll be years before it's big enough to do the job - grrr...). I thought it was odd that she thought everyone's porch lights should burn all night long...

Do you mean this question as comparable to "it's too late to call our home after 9:00pm"?

I keep my exterior lights on the front of my house all night. They shine down, so I can't imagine they bother anyone.
I keep a small lamp on my kitchen counter 24/7. That's none of anyone else's business.

No. No specific time.
For the most part, Every time I go into my kitchen, I have to turn lights on to do things. I have no direct outside light into my kitchen.

We always make sure our screened in porch and kitchen lights are off because our homes are close and they are on the side of our neighbor’s bedrooms. Also the carport light. They have never asked or complained but we think it is courteous. When we watch movies outside on the weekend we try and have it done by midnight. They have said they don’t hear the speaker but we like to be polite.
When our neighbor leaves their carport light in it shines into our bedroom. It is annoying but I don’t complain since it is their house 🤷♀️

It's always fine to have the lights on inside your own house. It's completely different from a noise issue. I can always find a way to block my neighbor's indoor lights, but I can't block really loud noise.

I don't understand the context of the question I guess.
Indoor, lights will be on in my house anytime I want them on frankly. A lot of times I'll leave the over stove light on at the low setting. Especially if I have company.
As far as outdoor, the lights at the back of my house, and the front of my house come on at dusk, and go off in the morning. They are automatic based on the amount of light. I do have one motion light on the dark side of the house, which is where my bedroom is. That does seem to get triggered by animals at night sometimes. I feel safer with my outside lights on.

Indoor lights? No, unless it’s disturbing someone else in the house or if it serves no purpose other than wasting energy because someone is too lazy to turn it off.

No. We have lights on in our living room 24/7/365. This way our home always looks like someone is home and we don’t have to use a timer when we’re all gone. We also have large trees that shade our living room so it’s usually pretty dark in there, even in the daytime. We also leave our under cabinet lights on (dimmed) at night in the kitchen. We have up lighting on our house, and front and back porch lights are always on except after 8:30p on Halloween. None of those lights are angled to shine anywhere except on our house.
