in the time of COVID. She’s on the board of an outfit that works with foster dog parents, trains, and places therapy dogs. Anyone have any creative ideas?

Fundraisers are REALLY tough right now since we can't really gather together.
I used to volunteer with our local animal shelter and we had a very successful fundraiser where we auctioned off seasonal wreaths that were made and donated by local artists and businesses (florist wreaths were particularly popular). Something like that might be able to be done online?
We also did a pet calendar contest where people submitted photos of their dogs/cats and then they were voted on (I think it was $1 per vote) and the winners were included in a calendar that we sold to benefit the shelter - local businesses carried the calendars for sale, but right now mailing them out might be a better option. We did all the voting virtually/online.
Both of these fundraisers raised several thousand dollars in our very small town.

One of the fundraising events we attend every year did a virtual event that was very successful. Each hostess pledged to raise $500 and could do a mini event if they chose or could just do virtual.
They broadcast music, sexual health info, didnthe auction, etc. It was fun!

Are they enrolled with Amazon for the Smile program? If they are, make sure they get the word out for people to pick them. If not, tell them to get on it! My dog rescue has received $6,750 from amazon. Every little bit helps.

By far the easiest and most successful fundraiser I’ve ever done was selling 20 oz bottles of Coke/Coke products. We teamed up with a local bottling company and sold them by the case for $24. I don’t remember the percentage of the profit that we kept, but we raised $15,000-20,000 twice a year. Yes, that was the profit to the school. People would ask to order, they saved money vs buying it in a convenience store, and the school made a good profit.

For the most part, fund raising events are excuses to get sponsors, so I don’t think it makes a huge difference if you are having a big in-person event or some kind of virtual event or some kind of “do it on your own” event, as long as you solicit businesses to sponsor the event.

Maybe a "coffee table" book of some kind? If you know someone who is really good at pet photography they can funny photos of pets and have the book printed via Blurb or another printing company. This could work pretty well via social media promotion. I mean who doesn't love a crazy picture of a dog or cat?

If I was fundraising for a pet charity, I'd do Santa pics with pups - prepaid, prescheduled times for people to bring their animals for pictures. Drive up, take your pics either outdoors or just inside somewhere, leave. Pics or link to them gets emailed to the email used to register. Santa can wear a white mask or even N95 under his beard - just fluff it a little and I bet it'd be unnoticeable. Or skip the Santa entirely and just have a cute seasonal setup/backdrop for the people/pets.
Another idea - if I could come up with a place to put it, I'd make a rainbow bridge and sell memorial bricks with pets' names, dates, and family last name.
If they have sponsors available to donate prizes, they could do virtual "doggo bingo" with cards emailed out or linked online and a zoom, FB live, etc. event for the number calling & prize awarding.
