The same way you would use the edge of your scissors with curling ribbon. You will probably need to make multiple passes, paper doesn't curl as easy as the ribbon.

That is cute!
I agree about the method, use the bone folder like you would a pair of scissors. I imagine since it has a more blunt edge you have a lower risk of ripping or tearing the paper.

I am thinking you can also do it by hand. Just roll them up and then loosen them up as needed. It is paper afterall, it should roll up just fine.

You can also roll them up on something round, like a pencil. The size of what you choose to roll the strips with will give you more or less curl. That wreath is adorable. I may have to make one myself this year. Thank you for sharing it.

I saw that you can take a bone folder and draw it down the center of the leaf....put the leaf on a mouse pad (something with a bit of give) and draw it down the center and it should curl up perfectly!
