I'm working on a shadow box project for a friend. Discovered tonight that I need to redo a couple pictures in 4 x 6. My normal go to is Persnickety, but I want to get this project done ASAP and I don't want to pay $9 to ship a couple of pictures. Where is the best place to get pictures printed locally? Choices are CVS, Walmart, Walgreens, Target, and FedEx. I'm not a member of Sam's or Costco. I've eliminated Office depot because reviews were not good. What would you recommend and why?

I've been using Walgreens for same day processing. They usually have a discount coupon available too.

I second Walgreens, ours is really close and they have pretty good deals on photo prints. There is a 50% off coupon going on until the 16th.

Another vote for Walgreens. Costco no longer does photos.

I am in Canada, so no Walgreens, but I use one hour processing at WalMart and I am happy with their prints. Ours offer instant printing too, but only on glossy paper and I prefer a matt finish, so go with the one hour.

I prefer CVS to Walgreens - my 4x6s seem flatter (less curved)

CVS. Have had many same day printed there and quality is nice.
I have also used their photo scanner and quality is great too.

Sams and Costco no longer do in store printing. Our Target doesn't do them either. I go to Walgreens or Walmart now if I don't order online.

It depends on how your local machines are maintained! I used to use Walgreens, which is very very convenient and a nice little walk from home, but after awhile I started having terrible streaks and coloring. I brought it to their attention repeatedly, but it persisted.
I started going to a different Walgreens and it was not as good as the first had been, but better than what the first became.
Then I started with CVS which is consistently fine. I imagine I’ll probably have to switch again at some point though.
