Need some advice on my current layout in progress. I feel like this layout needs something. I tried adding flowers (top photo) but some people said they were too much. Do you agree? If so, what should I add instead?

Perhaps you could add the blue flower back, but put it where you had the pink flower, right by the “kind” ticket/tag. Then add a few small (possibly dog related) embellishments by the flower and tag to create a cluster there. Having the cluster right by the photo might help draw the eye to the photo, and using the blue flower will add just a bit more of a color contrast.
If you think a cluster is too much, perhaps just add a background mat behind the photo. If you add the mat, I would suggest a blue mat, to add more of a contrast in color.
The dog is adorable.

I was thinking photo mat and framing the page also and maybe outlining the hexagons (or maybe just the yellow ones).

I prefer the layout without the floral diecuts. To visually balance the weight of the black/charcoal title & contain the floating hexagons (without removing adhered elements), perhaps frame the entire layout with matching black/charcoal cardstock & scatter black/charcoal enamel dots around the page. If able & interested in disassembling the layout, consider adding white & black/charcoal photo mats, inking the edges of every hexagon in black/charcoal for contrast with the background, & changing the background to white cardstock. HTH.

As you see from reading this that there are a LOT of different ways to finish this page, so you may as well do YOU. If you like it now, you will like it later.
I like it without the flowers. If you want more oomph, maybe outline some or all of them with inking or with a pen, &/or pop some of them up.

It reads very flat with little color contrast. The photo and background paper are all the same color and blend together. The hexagons are also in the same relative tone as the background and photo. Your puppy is about the same size as the flowers, so the flowers in those bright blues, pinks, and yellows become the focal point instead of the picture.
I would mat your photo to make it stand out as the focal point. I would also maybe do some stitched outlining of the hexagons. Not all of them, just a select few in a darker ink so that there is some more contrast. I would make the hexagons that you stitch as a visual triangle with your puppy in the center of the triangle. That will also help focus the eye in the center of the triangle at the picture.
I do love those flower die cuts!

I would mat the picture and add some layers behind it. I’d also add something to some of the hexagons. Maybe a punched heart with dimension, wood veneer, stickers, word stickers, or enamel dots. I like it without the flowers because I feel like the style of the flowers doesn’t have the same feel as the hexagons.

Do whatever YOU like. That is the way to go.
However, since you asked, the top photo with the flowers bring the layout “in”. I’d probably pop the flowers up. Maybe some of the hexagons.
The bottom photo without the flowers seems like the layout just expands. So I’d mat the entire layout or do a sketchy edge around the outside to contain the layout.

I like the one without the large flowers. I agree with the suggestions to double mat the photo and the page with white and blue. But I would also replace the solid yellow hexagons with a blue print.

I really like it with the flowers, and I love the suggestion to frame the entire page. I'd probably add more to each of the floral clusters because that's more my style, so I'd put a label peeking out from the floral and maybe a word strip or washi strip or something in a similar shape, and then pull the sequins and those puffy asterisks into the clusters.
No matter what you do, it's already a lovely page and your little pup is adorable.

I love the layout...it's beautiful! I've always liked layouts with hexagons but struggled to use them. I like it with the flowers...lots of good suggestions here, matting the photo and popping it up along with the flowers would look good too, but I think it's a great page already.
