I love this thread!
My new shopping rule this year is that I have to use/get rid of twice as much paper as I buy. I am keeping track of every sheet and as soon as I cut into one I count it as used. While I have greatly reduced my paper shopping, I am not where I would like to be in terms of what I have used. I am participating in a LSS garage sale next month and I hope to unload some paper there. I am allowing myself to buy as many embellishments as I want, but they have to help me use my existing stash in some way or another.
I am totally and completely on board with the "don't touch my stuff" rule.
I used to buy two sheets of every single sheet of paper. You know, for making double pages. Which I rarely do. Four sheets if I liked both sides. I no longer allow myself to do this. I have way too much paper. I no longer automatically buy sheets just because they are part of a collection I like. I pick and choose each sheet and select an appropriate quantity for how I plan to use it. I am constantly blow away by how far I can stretch my paper, even though I use lots of it and layer a ton. I need way less than I actually think I do.
I have been letting myself buy 6x6 paper pads with abandon. I think I am using this as a substitute for buying 12x12 sheets. After reading this thread I am going to try to be a little more careful in how many I pick up.

This is a really fun thread!! Let me see...here are some rules. No more thin paper, ever. mom , I am with you. Suppliers use crap paper? Guess you don't want my money. Yuk and grrrrr... However...hexagons?? LOVE THEM. Why?? Because I must look at all things BEES. If it's got a bee theme, a honey theme, a honeycomb, ect...I am sunk. Perhaps not cartoony bees so much. But other bees, yes. NOT however this super creepy bee from Hero Arts. heroarts.com/blogs/hero-arts-blog/bee-the-queen What even is that? It's not a bee, it is the stuff of nightmares.
I don't attend (in the before times) short crops. If you are going to invite me to a crop, it had better be an all day thing or I won't go. I hate it when people are like, "We're scrapping from 1-3, please join us!" What?? No. Just no. I need basically 8 hrs or it's not worth hauling my crap. And don't even get me started on people who bring children to crops. If I think there is going to be children, I won't go either. I go to crops to get time away from children, not to mind yours. I don't let other people touch my markers or go through my paper. I will lend out or find you almost anything, including Cricut cartridges, stamps, dies, etc...No problem. I will also give paper away, if say, someone needs a sheet of blue. But I start to freak when I see my paper riffled through. I don't get to have beverages next to me when I scrapbook because I am a klutz. Bolded the pertinent text...I don't know if you're a fan of 6"x6" paper, but Honey Bee Stamps has a paper pad called The Bee's Knees that I absolutely had to have. I now have 12 of the pads for a scrapbook for a trip we haven't even taken. (And, yes, I am fully aware of how insane that makes me sound.) And you are right - that bee is TERRIFYING. Wtaf. I wish I hadn't followed your link. I ended up with multiple copies of SS Lemon Twist because I'm a sucker for a turquoise/yellow color combo. This paper is SOOOOOO me! Thank you for sharing (but also NOT thank you! )

I used to go by the rule that if I bought a tool, stamp or a die I had to use it enough to justify the cost. I would never buy something I'd only use once. These days I realize I'm a grown adult who can do whatever the hell I want and I have the crap to prove it. NO MORE RULES - YOU CAN"T CONTAIN ME!!!

No Thin Paper! Said in my best Joan Crawford voice. Seriously, just say no, to thin paper; scrap companies.
Right now one of my rules is I need to look through my 3x4 and 4x6 cards when I’m scrapping. I’m terrible at using them and I have too many. Just used1 today. Go, me!!!
I also have told myself that I can’t buy more than can fit in my storage containers. All my loose patterned paper is stored in plastic envelopes that fit in one of those plastic milk crate like filing cubes. If it gets full no more shopping until I either use some up or get rid of some. I do the same thing with my 6x6 pads. I probably need to look at my washi drawer. I know it’s getting full and I get a new roll with my Cocoa Daisy kit every month.

I wouldn't say it's a rule but I have found that crops don't work for me. I have a hard time staying focused away from home and there's always something I forgot. I know a couple of ladies that scrapbook and want to organize a crop. Their idea is to have everyone put their stuff out for everyone to use. I know that they do all of their shopping at M's and J's which is fine but I'm not going to put my Pinkfresh and Felicity Jane stuff out in exchange for Recollections and Park Lane. They aren't the first group to suggest sharing supplies either. I don't get it. How about you bring stuff for your projects and I'll bring stuff for mine? Or, even better for me, how about I stay home in my pajamas and have everything I need at my fingertips?

Or, even better for me, how about I stay home in my pajamas and have everything I need at my fingertips? Same with me. I had fun at crops when all I had was a bag of Creative Memories products and everyone used their own CM stuff, too. Once I branched out crops just didn't work for me anymore. Sometimes I miss those days but I don't miss CM stuff (except for some of the tools). I have a rule not to buy pastel stuff - I realized I really prefer bright colours so I just buy those now. That includes hot pink - I love hot pink. I also realized I prefer a co-ordinated PL album rather than using things from all sorts of companies, so I pared down and now just use Elle's Studio's products for it. I have a small stack of extra cards, otherwise I just stick to the monthly kit. That's a new rule for 2022- don't buy other companies' journalling cards, etc, including digital, because I won't end up using them no matter how cute I think they are.

I have fallen down a rabbit hole...you have given me great joy and my wallet great sadness, lol. That colour scheme is gorgeous!! I'm almost tempted to buy it and scan it so I can use it as digital paper!!

Don't touch my stuff- I know I have way too much but it would kill me to give up a beautiful paper I bought or an expensive embellishment. I would definitely be upset if someone used up all of my Vicki Boutin and left me with Park Lane stuff. Now when I go to my annual retreat it is a little different. It is 5-10 women that I know really well and we do share things. Usually it is when someone is looking for something specific like football or Disney so we all go through our stashes and see if someone has something that would work. It also really works well for things like band- my nephew played clarinet, someone's daughter played trumpet, etc. We could cut up sticker sheets and share the specific instruments so now I have a nice collection of clarinets. We definitely share tools, too. I bring bunches of hole punches for everyone to use- I have an insane hole punch collection. But random strangers going through my stuff? Over my dead body.

I don't mind someone asking if I have a sheet of cardstock that matches what they have or using a punch. But open sharing, not a chance. artbabe I should have just quoted you!

My scrappy rules:
If I do a 2 page spread I have to have a title on both pages. The pages are never separated but somehow I want them to work as single page layouts too.
The page usually needs "sprinkled" - it could be enamel dots, wood shapes, gemstones, sequins, ink splatter, etc. I don't know what it is but 90% of the time I'm not happy without a sprinkle.
I am a slave to the "rule of 3". I absolutely must use 3 or 5 things- never an even number.
I absolutely must have a patterned paper on the page- even if it is just a tiny bit. Total cardstock layouts look unfinished to me- I even went into my 20 year old layouts and retroactively added patterned paper. I sprinkled a few of them for good measure, too.
I need dimension- I am definitely not a flat scrapper. I don't like extra bulky but I use foam squares a lot to pop out elements. I also love texture- canvas, burlap, twine, corrugated paper, wood veneer, ribbon, etc. My favorite layouts usually include one of those elements.
As far as shopping rules:
Never epoxy- I hate what happened to my old layouts so I'm going in and removing the epoxy and replacing it with something else. My old flair rusted, too, so I need to remove it and add something else. I have no idea why manufacturers still make epoxy things.
When I buy a paper collection I must buy at least one embellishment, too.
I never just buy one paper from a collection- I need at minimum 3 papers so I have something to match- even if it is just a plain sheet like Echo Park makes.
I hardly ever buy every sheet in a collection (unless it is Vicki Boutin- then 2 of each) but I usually buy 90% of a collection.

I only have one shopping rule : No shopping. I break it 3 or 4 times a month. Some of the purchases are specific to what I'm working on, like an ink color or cut file purchase, some are things I see on You Tube or other sites that I think I need for a future page.
I have a couple of scrapbook page design rules: No trapped white space and try to avoid unanchored page elements.

I am definitely in the no sharing camp. I cannot imagine someone going through my stuff for their use. I spend too much on supplies to be that open and free with them. Thankfully, this is not really a thing with the group of people I scrap with. We tend very much to stick to our own supplies. I have one close friend that I scrap with or my mom, and those are probably the only exceptions. Although neither of them would ever just go through my supplies. I might suggest something I have, or if one of them were looking for a specific sheet of paper I would have no problem sharing provided I didn't need it. But they also repay the kindness in one way or another.
