That's a cute tag. I don't know where there is a tutorial, but it seems easy to make. Just wrap some ribbon around 3 or 4 fingers (depending on how big you want the bow to be), 3 times (to make 3 loops on each side). Tie a piece of ribbon in the middle, and there is your bow. The pointy ends are from the ends of your ribbon. Trim them shorter if you don't want them to be prominent, or pull them through some holes to tie it to the tag.

Thank you. I tried what you suggested. I get only 4 pointy ends with 3 loops on each side, but more importantly, the whole assembly just ...lays there. It isn't "fluffy". Maybe that is a function of the ribbon choices?
Any other suggestions?

Twist the ribbon a bit as you tie it together in the middle, trying not to make the ribbon lie perfectly. You may even want to give each ribbon a twist as you wrap it around your fingers. That should help fluff it a little.
And to get more pointy ends, you can tie another piece around the middle. Or, I think it looks like there is one ribbon behind the bow that is folded in half with the pointy ends sticking up and then the other bow is laid on top of that.

Thank you, both, for your kind attention. Yes -- I found the tutorials the Kittie has posted. I think part of my problem is that I hadn't been squeezing and twisting the middle. I have some inexpensive ribbon so I have something to practice on!
