Loopy bows -- cards, tags, pages ....

Recently -- at The Classroom (one of Ellen Hutson's sites) -- the contributor created a nice loopy bow from thin ribbon.

I love it - all the loops and all the pointy ends. 
I searched YouTube and google and find lots of cheer bows and package bows, but I don't see anything like that thin ribbon loopy, pointy bow. (It could be that I'm not making a translation from what I see to what I want)

Does someone have some instructions -- or can point me to instructions -- on how to create a soft loopy bow such as the one above ... or like this one:
