I got my noise sensitive daughter these for Christmas. She loves them and they do offer different ear tips to fit ear sizes.

Another vote for Loops. My autistic daughter swears by them, and even wears them in the office. She has also converted several of her colleagues to them. She prefers her Bose noise cancelling headphones for flights, but they’re a bit too big and conspicuous for work!

Oh my god, not to hijack, but I love how the Loops website suggests them to reduce the noise of ... parenting. Hahahaha. Maybe I should consider them for teaching, as well. (Seriously, I do have one student who wears these to music class because of noise sensitivity and they seem to help him. I didn't know what the brand was before this.)

She loves them, and wears them at work (retail). I was a bit nervous when I got them that they wouldn't work but she's been thrilled with how much of the background noise they cut out. On the flip side, I no longer get the "what?" when she constantly had the noise canceling headphones in. I've had pleasant conversations with her while she's wearing them and she can hear me just fine.

I am guessing you have tried Apple AirPods? Have you tried the different sized removable tips? Those have made a huge difference for me. I have the smallest ones on mine.
I have 1 generations AirPods, and those do make my ears hurt if I wear them a lot. I also have the 2nd generation ones (these have the removable tips) and I love them for comfort and noise blocking.

I was getting overstimulated and agitated by the constant sounds and whining from my son and they’ve made a world of difference. I can still hear him but it takes the shrill edge off. I left my original pair behind in a hotel during a trip and ordered a new pair before I even left the airport when I realized they were gone.

Not sure if these would work for your purposes, but the Bose Sleepbuds have been a life saver for me with DH's snoring and/or CPAP machine. There are 3 sets of eartips and they are comfortable. A lot of white noise sounds to choose from, and you set the volume. There is even a built in alarm you can set if needed. There is a 90 day trial period that you can return if you don't like them.

The ones you’ve linked to in the OP on Amazon aren’t noise canceling. If you want noise canceling and can’t wear ear buds, noise canceling headphones will work well. Some aren’t that bulky but of course are bigger than ear buds or pieces of cloth. I can’t wear any type of ear plug or ear buds. My ear canals are tiny, the only part of my body that is. I did have to use moldable ear plugs for a while to keep water out of my ears when showering, and they worked well. They’re no noise canceling but do diminish noise considerably. I kid, but there are definitely some nights where I fall asleep, wake up for whatever reason, and the bulldozer next to me keeps me up for another half hour.

I have tiny ear holes and can't seem to where any buds longer than about 1/2 an hour.
On my recent trip to England, I bought a head band that has little discs for playing music and whatnot over the ears. While not completely noise cancelling, it most definitely blocked out the rustling around of other passengers. My flight was overnight, so within 2 hours food and beverage service was done they dimmed the lights and everyone by and large settled down and my headband blocked any additional ambient noise. Plus, I could pull it over my eyes comfortably to block light. I slept a solid 6.5 hours, which is my usual sleep time. I arrived feeling great.
Also, it will be quieter in First Class.

On airplanes, I wear Sony noise cancelling headphones. They were expensive but work great. They also come with all the cords and plugs in case you need to plug them in on the airplane. I don’t like to wear earbuds on planes because I am afraid I’ll drop them in between the seats and I’ll never see them again.

Check w your airline. When we flew business class to Australia, they provided bose noise canceling headphones at the seat for us to use on the flight. They were amazing.

I also have small ears. Honestly, the best noise cancelling earbuds are the Bose Quiet Comfort. Yes, they are crazy expensive but they REALLY work! They block so much and are comfortable. I wore them for about 8 hours before they started to bug me on a flight to Greece. I bought mine on Ebay (new) for $129. They are normally $300.
I also have noise cancelling headphones and they work really well but they are a lot bigger and I didn't want the added hard case to carry around.
