We have a thread about our current rules, if we have any when scrapbooking.
Now I want to ask if you had any rules when you first started scrapbooking.
I don't really have any rules I follow now. But back in 2002 when I first started I sure did!
Mine were:
Cram as many photos on as I can
Match paper colors to colors in photos
Two page layout
Long Journaling with every detail imaginable
Journaling was almost always on vellum
Lots of stickers
Use all the fun new items
Back my photo at least once, if not twice (so not white boarder when printed)
4x6 photos only
Takes photos of everything

I don't remember anything, except >> cut all the photos and paper mats behind the photos with deco scissors.

Fun question! Mine were:
Every layout needed a title, top and bottom borders, and a journaling block. Every layout had to be a double-page. Colors had to match photo colors. Photos had to be matted, and there had to be a focal photo.

I just made way too many layouts for the same event. That's what happens with the first grandchild! So, I guess my rule was "Leave no photo behind!"

White backgrounds, everything needed to be acid free, I was supposed to use my own handwriting (mine is crappy and sometimes hard to read), and sticker sneeze was common.
I cringe whenI look at those early pages.
