My niece is getting a silhoutte cameo for Christmas. I want to buy an assortment pack of heat transfer vinyl for her but I don't have any experience with it.
Has anyone had successful experience with anything from Amazon or Michaels?

I've bought the stuff from Amazon, Siser, and Michael's brand. I think my issue was making sure I ironed it enough as I don't own a heat press. IMO, the heat press would've made it all stick longer. I keep fabric glue when something does start to peel up though. The best experience I've had though was with the "StripFlock" (that's the current name, no idea of the previous name). I used that on my son's onesies when he was a baby and it was my favorite.
What a great gift idea though. I hope she loves it.

I like the Siser and Oracal brands of vinyl. You can get it at Michaels. Black Friday sales and coupons I use them on shirts with just a regular iron and the vinyl has stayed on for years with regular washing and drying. I like using the Siser heat tape for holding the vinyl in place when ironing. For things like glasses, mugs, tumblers, and regular decor I like the Oracal 651. We put the glasses in the dishwasher with no issues. Michaels has sheets as well as rolls and I like having some smaller sheets of colors on hand for projects. (It's easier to store too!) If you think she'll want to decorate tumblers, this alignment tool is so helpful.

What is your budget?
I like Siser and Oracal the best. I’ve purchased multipacks of colors and do use other colors occasionally, but my go-to colors are black and white. I buy those in large rolls.
My favorite place to order from is expressionsvinyl.com. They are a small business but big in the industry. They have a huge inventory of speciality vinyls—heat transfer, regular stick on vinyls, repositioning, matte, glitter, flock, holo, pattern, etc and ship quickly. You can order by the 12x12 sheet or in various roll sizes. They do have sales and military/first responder/teacher discounts.
It’s tempting to get a lot of patterned and specialty vinyls, but don’t forget the basics!
I don’t have a heat press, but I do have a higher wattage iron to gets hot. I also have a temperature sensor to measure what temp the iron is actually at (and not just use the cotton setting). And I work on the floor so that i can use my body weight when ironing the HTV. A cheap $20 iron isn’t going to work for HTV. She will need a good iron or a heat press to do HTV and have it stick long term.

No, I did at first, but I decided a heat press would be a good investment, and it has been!

I’m late to the game but I order all my vinyl from the vinyl spectrum.com-great prices, fast shipping and wonderful customer service. The Siser easy weed is the best HTV, it lives up to its name. I second oracal for adhesive vinyl.
