Just before Putin invaded Ukraine he sent NATO a laundry list of things he wanted including a list of countries that could not join NATO. Finland was one of them. IMO the only reason Finland has made this agreement was because Putin invaded Ukraine.
Doesn’t matter there won’t be US Troops along the Russian/Finland border. It‘s the very fact US Troops will be in Finland that will get Putin all huffy. And he brought this change by his actions.

The Finnish Foreign Ministry has announced its intention to sign a defense cooperation agreement with the United States, which will allow the U.S. military to place its bases, warehouses, weapons and contingents in 15 military areas of the country. These include naval and air bases, garrisons and training grounds, among others. The agreement will be signed Dec. 18 in Washington.
