I have printed photos and journal cards for my PL pages on standard A4 paper for years using PS Elements without trouble, including pdf sheets purchased from IACB and elsewhere. Whilst I remember having an issue with some of Kelly Purkey's pdf sheets, formatted on letter sized paper, somehow I managed to print them out on A4 to the correct size eventually - but I can't remember how!
I now have a new PC, humming along where my old one clunked, but the one thing I seem unable to do is to print out accurately sized cards for my PL. My own photos, cropped to 3 x 4in in PS Elements, which always printed out accurately no longer do and a sheet of IACB journal cards (letter size pdf) prints out on A4 with 3x4 cards actually measuring 2⅞in x a little over 3¾in. I wouldn't normally worry about such things but it's irritating to see gaps all around the cards when they're in the pockets, especially if the card behind it is the correct size. I think I have explored every "preference" and option in the software and printer driver...but clearly I'm missing something, somewhere.
Clever friends, does anyone have the answer please? Perhaps there's a bright mathematician who can advise me how to scale up that slightly small rectangle to 3 x 4 inches? I thought that a pdf would always print out at the correct size, regardless of the paper used, but that seems not to be so.
I'd really appreciate some help on this, please!

I have noticed that the newer version of Photoshop Elements is different, and IMO, less user friendly. Things that I had no trouble doing with the older version can be an exercise in frustration with the newer software, and the results are inconsistent. I still have my older laptop with the older version, so I resort to using my older computer sometimes.
In other words, I have no idea, because I am struggling with the same issue. There may be tutorials online, but I haven’t had the time to check. They should be on the Photoshop site. You might search for tutorials on Google.

scrapnnana it's so good to know I'm not alone on this one! However, as often happens, the minute I ask the question, the answer miraculously appears... I had struggled with this all weekend. I thought I'd set aside this morning to try to resolve it and failed miserably, which is when I posted here. Before I finally gave up and went to make coffee, I thought I'd try one last thing....what might be different on this set up from the one it replaced? Printer Driver!! I reinstalled the Epson printer driver and ta da! The first printout was exactly the right size, as if by magic! So I'd blamed PSE when it wasn't that at all - but I agree with you, the new version is a bit flaky and the top banner (the "mode selector") is now missing...blanked out. Grr. So, my next challenge is to find out how to get that to appear, because it's only then that the right toolbars appear. One step forward, two steps back eh? ETA issue resolved! I used the chat help and asked how to resolve those missing toolbars - chatbot no help at all, but I waited for a live person, who advised to reset the preferences in the edit menu and then restart the program. TaDah! All is well and the program displays as it should, Mode Selector and everything. Clearly today is my day for resolving problems. Now, what else is giving me grief right now?! :-)
