I have had kids recently in class that say they are not hugged at home. I don't know if it is a decade thing or a parent thing. I give and receive dozens of hugs daily at work and just don't get the doing it with your own kids.

Some cultures don't hug. I know in Japan and China, touching others is frowned upon. I think that is changing, but it is not like here in the US where we casually hug friends when we greet them.
