My daughter has an old gmail account that I set up for her USAG (USA Gymnastics) account when she was a young teen. We had a landline then and that's what I used for the recovery phone number. She made a new gmail account in high school and didn't use the old one for anything other than USAG and archiving old messages she wanted to keep. She continued to have access to the original account on her macbook.
Her macbook died. The password I had written down for that original gmail account doesn't work and the password recovery won't work because it's tied to a landline we no longer have. She needs to be able to access her USAG account but never transitioned it over to her newer gmail because she could always access the old account on her macbook. I've tried everything I can think of to get around the 2 factor authentication that uses our old landline but it just keeps sending me back to the same page to try again. Anyone have any secret tips?
And yes, the easiest answer would be to ask USAG to move everything to the new gmail account but she already tried that and there is no easy automated way to do that either. She would also like to save some things from the original gmail account.

When was the last time she accessed the account? Google announced early last year that they would be deleting unused Gmail accounts. In December they started doing it. I lost a secondary account because I forgot to log in. Hopefully this isn’t what happened. Google deletes inactive accounts

USAG - set up a new account? Talk to her gym and see if they can help on their end getting the account moved to the new email. If you know the email address and all her personal info and the old phone number it shouldn’t be too hard (I have a gymnast too! ❤️). USAG registration starts in July and needs to be completed by the end of August I think. At least that’s what my DD’s gym has said.
Chances are the Gmail account has been deleted by now since they started clearing out old unused email addresses.

Find the Google account recovery page. After you input your user name, look for something along the lines of "Try another way to sign in". Google will then do some verification, and if they think you are the correct owner, you'll get a password reset link. But, it can take up to 72 hours.

ETA - When did her MacBook die? If recently, then I don't think she lost the account because it sounds like she was logged into the account on her MacBook and still receiving mail.

Do she have that old email address on her phone? If so, can she get to the emails that way.

Did she save the password in Keychain? If you are logged into your Apple account, you can access your passwords on your device. It’s under “passwords” now on an Apple device.
If not, you could bring the MacBook to an Apple Store and they may be able to get into it to recover the password.

I ran into this problem a while back. DD had used my non-gmail address to open a Google account. Wasn't an issue for a long time, but then whenever I emailed someone with a Gmail address, my profile pic was a 13-year-old duck face girl!
The recovery phone number was a landline. We ended up signing up for a texting service via the landline company for a month. Texts came to us as emails and I was able to get the code.
Maybe call the landline service and see if there's an option to briefly reinstate the line?

I think this may be the best bet. She does still use the account so it hasn't been closed by Google, she just doesn't use it for anything other than things she needs to report to USAG. And she did already reach out to USAG - I didn't ask the details - but it ended up involving multiple phone calls (and you know how kids that age feel about using the phone!) and for whatever reason, she did not think she could just change the account to a different email without being able to access the old one first.
She's going to try to see if she can get into it through her iPad tonight hopefully using Keychain. It didn't work on her phone but she never used that gmail account on her phone. If she ever used it on the iPad, it may be saved. I still think it's unlikely she will be able to change the password but at least she can forward everything to her new gmail and then try to get the USAG account updated. As a last resort, I will contact our old phone company to see if they can help us reestablish that line temporarily.
