Usually paper first. I find that picking the paper I'm excited to work with inspires my entire layout which then helps me know what orientation of photos I need and the sizes to print. When I work with photos first I find it much more difficult to design a layout I am happy with.

I usually start with the photos first, but sometimes I will start with the papers and find photos to go with the paper. Not often, but occasionally. The latter happened more when I worked for the LSS. Now I just do whatever I want, and it is subject to change.

I go both ways.
I'm enjoying kits that come with papers and lessons. Then, the papers are already picked so I just add the photos. And sometimes, I'll start with paper if there's a line I really love. Usually that's Christmas papers, although some of the recent Simple Stories vintage lines are calling my name to be used in some way.
Other than that, when I'm doing something on my own, I start with the photos and then grab papers that will go with them.

Photos first! I have been trying to limit my paper choices more recently to create "chapters" in my albums that feel more cohesive. However, I still cannot stand photos that clash with papers, so if my pre-selected kit isn't working with my photos, I go back to my stash.

Last couple albums I’ve done were travel so I chose papers based on location- a Far East collection from DCWV for Hong Kong for example

1. Photos (editing, sizing, and sending them off to print) 2. Journaling 3. Title 4. Embellishments
When I try a different process (for example, starting with product), my layouts seem forced. I am still pretty much a chronological scrapbooker. Even my "themed" albums (Week in the Life, December Daily, travel albums) are chronological. I'm still interested in experimenting with a different way of doing things, but this is what has worked for me over the years.

It depends, I can be all over the place, even during a single crop. Often times when I am looking for paper for one group of photos, I come across something that will work on a different set of photos or just get an idea to do something for some other project.
Back when I primarily scrapped our cats' pics, I would often just pull out papers I liked and then go through to see what photos worked on them. I could use so many styles for their pics. I tended to do more "fancy" papers than pet-themed ones.
When I work on my brother's and my childhood pics, then I pull photos and then go through to find something that fits.
I was at a crop a couple weeks ago and my focus was our Punta Cana pics. Our first vacation since 2019, so I took several beachy collections and basic or non-themed paper. I kept several of the beachy collections off to the side and sorted through the pics until I found ones that had the right look/feel for the papers. There were some pictures that I set aside and then later went through other paper pads/collections since the beachy collections weren't working.

I nearly always start with product first. There’s usually a collection I’m excited to use or a page that I want to scraplift and then I go find the photos to fit. Many times I create the layout with no photos in mind and then have to go back and find photos and add the journaling and title. I think this may be a result of me being on design teams for a really long time both at a local store and online, but it is the favorite part of the process playing with the paper and the design. Selecting, editing, and printing the photos is probably my least favorite part of the process. Even on contained projects like December Daily or a travel album I usually pick out the products before I print the photos. I don’t scrap chronologically so this generally works well for me.
