DD (17) has decided she wants a digital camera. She has a nice phone so I don't know why...
I tossed mine when they broke and I bought a nice DSLR. She does not want to carry my bulky DSLR to school.
Her grandparents got her a camera off Amazon and she had to return it because it was a piece of junk.
I bought her a used one off e-bay that lasted a few months and then the screen wouldn't show the images anymore.
Any tips or tricks? I checked Goodwill etc but there were no cameras to be found. It's like they have all disappeared off the face of the Earth.

Ask her what she intends to do with it. There are cameras that vloggers like for taking videos. They don’t have interchangeable lenses, and some can get quite expensive. Google “vlogging camera” for ideas. If she is interested in photography, there are smaller DSLRs now that have interchangeable lenses. Look at Pentax Micro 4/3 cameras. Once you pinpoint what she wants, there are resale websites out there. I’ll see if I can find one, it if you go on Amazon there are used camera resellers on there.

Depending on the digital, her phone could be better. My wireless is 1,000 times better than my iPhone 13. I have seen kids getting away from their phones though.

It's for taking photos, not for videos or vlogging.
She was looking at one of those newish Polaroid type cameras (her friend has one) but is not so interested in having to buy replacement cartridges or whatever they use all the time.

The problem is that the digital film industry has been cut so much. dSLR is the best she could learn to use, the click and points that are not bulky are mostly crap without investing a lot. The mirrorless cameras with replaceable lenses are coming into play for people who don't want the "bulk" but they get up there in price, too.
If you're talking about the Instax / Polaroids, you absolutely have to replace the film about every 10 shots, but you can buy in bulk to help with that price. Prime deals or Black Friday deals usually give some good bundles. From experience, they're not the greatest quality, but they're fun if she just wants a quick print and go.
I still have my first dSLR which was a Nikon D90 and if you pop a 35mm lens on there, it's still more control than a phone IMO. It's not very bulky, but obviously the learning curve. They can be fairly cheap, too. I purchased my most recent dSLR which is a baby full frame from BorrowLenses.com, so maybe she could check them out too for ideas.

DH bought a great digital camera before one of our trips but it was a lot of money. He finally admitted that his Galaxy S22 takes much better pictures! He's left the camera home for our last two big trips.

All the technology is now in mirrorless cameras, so I suggest she go this route. They aren't as bulky as DSLRs. I would have her go to a camera store where she can try different ones and talk to someone who know something about them.

What's your budget?
If she doesn't want a DSLR or mirrorless camera I'd go with a high end Panasonic Lumix. They are compact, have a fantastic lens built in, and full manual controls so if she wants to really learn photography she definitely could. I use an LX7 but I'm sure there's a few models newer out there by now. They really are great cameras but they do run around $500ish which this day & age it can be hard to justify where phones have very nice cameras built right in.

A lot of young adults like the G7X Mark for photos/videos (I use it when I can't take my DSLR into concerts or don't want to carry it for hiking or water activities). Canon EOS R100 is a good entry level mirrorless. If I was starting out, I would buy a used camera & a few lenses from a reputable company like Keh, Adorama or B&H. A lot of people don't use cameras anymore and you can get an excellent DSLR camera or lens for a fraction of the cost.

We bought a Panasonic Lumix in 2022 for DS to take on school trip to Europe. His phone at the time didn't take great pictures. I'm glad I got him that because it took some really good pictures. I've used is a few times since and have been happy with the pictures. I still use my dslr for most things like sports & travel, but when I don't want to lug that around I use the Lumix if I want more than my phone (which doesn't always do great photos).
