Oh wow. When I first heard about it, it was believed to be hurricane damage.

I did think that perhaps when it was unveiled statements were made about it reflecting independent women and the ones who want to keep women down carried that to freedom of choice, which means (to them) abortion rights.

OK, I did find this from Houston Public Media, which is still a stretch to me:
"The statue, named Witness, is part of artist Shahzia Sikander’s exhibit “Havah… to breathe, air, life,” offering an “abstracted and amorphous notion of the female body that refuses to be fixed, grounded or stereotyped,” Sikander said.
She said the recent focus on reproductive rights in the United States after the Supreme Court overturned Roe v. Wade is at the forefront of the statue’s imagery.
“In the process, is the dismissal, too, of the indefatigable spirit of women who have been collectively fighting for their right to their own bodies over generations,” she said in a statement. “However, the enduring power lies with the people who step into and remain the fight for equality.”"
