I think Samsung has had that for sometime now. I had a picture I wanted to have a person removed from. My best friend has a Samsung and was able to do it. Iphone doesn't have it but is supposed to at some point soon.

Google Photos has the Magic Eraser. But I'm not sure if the update is on all Androids (I have a Pixel and get updates faster) or on the Apple version of the app. Worth a look especially if you already have the app.
