I hunt around on ebay. They're not always the newest releases but I can usually find a set for $10 + shipping. As the equivalent in an LSS here in Australia is $20-$25, I consider this a bargain.

Joann.com has a decent selection and they're frequently on sale, often with low or free shipping.

Joann.com has a lot of Hero Arts, but they tend to be the older stamps. They have 40% off today, with a coupon for an additional 15% off or free shipping over $60.
