I want to buy 8x8 pocket page protectors with two horizontal 4x6 pockets and two vertical 2x4 pockets.
Where should I be looking?
Maybe I imagined these, because I can't find them anywhere. The closest I can find is a Doodlebug protector with two horizontal 4x6 pockets and one vertical 2x8 pocket.

The closest I can find is a Doodlebug protector with two horizontal 4x6 pockets and one vertical 2x8 pocket. These are the only ones I've seen. I haven't seen the ones you're looking for.

Would it be easier to buy solid 8x8 open page protector and either line up the photos in the grid you want on white cardstock and insert or use the Fuse tool to make the pockets?

Would it be easier to buy solid 8x8 open page protector and either line up the photos in the grid you want on white cardstock and insert or use the Fuse tool to make the pockets? My plan is to have a 4x6 photo paired with a 2x4 journal box. Ideally I would like both the photo and journal box to be movable. The project is a mini album with photos of quilts and such handmade by my mom and by me.
