I print photos & printables at home and lately have a problem with the stuff I print not printing at the proper size. I create a new file in Photoshop Elements (8.5x11) and add my photos or digital elements to the 8.5x11 file. I resize them to the size I want (for example, I'll resize photos to 3x4 or 2x2 and printable elements to 3x4/4x6, etc). I then save the file as a PDF (after I flatten it) and then I'll print from PSE. When it's done printing the size of the individual photos or elements is always a bit smaller, sometimes up to and 1/8th to 1/4 of an inch smaller than I want it. This also happens when I open the PDF in Acrobat Reader. If I open the file in Preview (I have a Mac and Preview can open PDF) it prints just fine with no issues. Has anyone had this issue with PSE or Acrobat Reader? It's really frustrating when I print 3x4 or 4x6 cards for pocket pages and they are significantly smaller than the pocket. Hopefully this all makes sense! If not, I can try and explain better.
ETA: I have tried changing in the print dialogue "fit", "shrink oversized" and "actual size" and it doesn't seem to help no matter what I choose. I don't mind printing from Preview but it's just easier to print from PSE if I already have it open.

I print a lot through PSE at home, esp weird sized photos. Are you always printing with 8.5.11?
One thing you can do is, show the grid on the blank letter sized canvas. When you drag and drop the images onto this, you can visually make sure they are the right size. Mine sometimes drag and drop into a blank canvas larger, and the issue I found is my resolution and a recrop usually fixes it. I never do the flatten or pdf thing, just crop, move print and go.

Okay, I almost never print stuff out, but I got the Halloween IACB bundle last month and printed them all out. Nothing complicated - I just downloaded the PDFs and printed straight out. And they were all sized just a bit too small, like you described. I thought about posting here if anyone else had a weird issue with that release.
Like I said, I’m not usually printing digital files, but I have done a few in the past and never had this happen before.

This might be a silly question, but is there a reason you're flattening them and saving them as PDFs? Can you save them as JPGs and print?

This might be a silly question, but is there a reason you're flattening them and saving them as PDFs? Can you save them as JPGs and print? Not a silly question, I just always got into the habit of flattening the images before saving as a PDF for a former job I had when I used the full version of photoshop back in the day. And they were all sized just a bit too small, like you described. If you're using a Mac, have you tried printing from Preview to see if the files print the correct size? I'm wondering if it's an Adobe thing? One thing you can do is, show the grid on the blank letter sized canvas. When you drag and drop the images onto this, you can visually make sure they are the right size. Mine sometimes drag and drop into a blank canvas larger, and the issue I found is my resolution and a recrop usually fixes it. I never do the flatten or pdf thing, just crop, move print and go. I do show the grid when I'm printing digital elements out to make sure I have the right size. I'm wondering if when I flatten and save as a PDF if that does something. I'll have to try it without flattening/saving as PDF to see if I get a different result.

After it's saved, and you go to print, on the print screen - check that 'crop to fit' isn't selected.
