Does anyone know if Stickles can be thinned out and brushed on like Wink of Stella's glitter brush? If so, can you tell me how? Thanks!

I own both Stickles and Wink of Stella.
You will never get the same look out of both.
Even if you spread Stickles very thin, the particles of glitter in Stickles are very much larger than the shimmer particles in WoS. There is no way to adjust the size of the particles themselves and that is what will give each product its unique look.
Stickles is glitter glue. WoS is a shimmer pen.
If you can't find WoS or if you can't justify the price of WoS the closest substitute would be a Gelly Roll pen in the color Clear Star.

I'm making my card swaps for the Stampin' Up! convention later this month. SU doesn't have anything like WoS other than their version of Stickles, Dazzling Diamonds. Ok, I'm going to have to come up w/ a plan B. Thanks for answering my question so quickly.
