The art world actually uses a #2 pencil to write on artwork, but it is too hard to write on glossy photo paper with a pencil.

The one I’ve used for years is a Sakura Identi-pen. I need to buy a new one because my 15+ year old one finally dried up! Here’s a link on Amazon but art supply stores would also likely have it.

I've written captions right on photos with it. It doesn't smear, so I also use it for journaling on glossy stickers.
