I kind of assume since it is supposed to stick to walls/cups/glass/etc it will stick to paper, but just want to make sure before I think about buying some for a project!
Also, would I need transfer paper if I was going to be sticking it to paper?

I think you could do without the transfer paper if you're sticking it to paper.
And I don't know why it wouldn't stick to paper, it's sticky.

Yup! It sticks. And no, no transfer paper is needed. Depending on how big or intricate the design is, you may need to temporarily stick an edge of it to a ruler or exacto knife or something to free your fingers to place it. Once it sticks, it is stuck and you can't really move it without ripping where it stuck.

I use vinyl on paper a lot, especially for cards.
I would say that transfer tape is a MUST! LOL - I never try to move vinyl without it. Even if you have a fairly simple design - it is still so easy to stick it to itself.
I use clear transfer tape that can be used over and over. I pick a fairly well used piece of transfer tape to use on paper - so it doesn't stick to the paper (I always apply to cardstock)
Some recommend clear Contact paper for transfer tape - but I don't like it. It can be extremely sticky (not good on paper) and leave a residue. I have also heard blue painters tape works. I would give that a shot if you didn't have any of the real stuff!
