Article on how state’s tip. California is at the bottom, only MA and DC below us. I guess since the waitstaff makes $16.50/hour we don’t feel the need to tip as generously. Interestingly, Wyoming is at the top. How does your state rank?

They generally make at least minimum wage so some people don't feel they should be tipped. I always do, but some people don't.

True, but in a lot of states, minimum wage is only $7.25/hour. I can see why Californians balk at tipping someone making almost $20/hour.
ETA - Oh, I forgot. New law that fast-food workers in big chains have a minimum wage of $20/hour in CA.
