In my house the living room is the one most in need of being freshened up. My kitchen and bath have been remodeled in fairly recent years so they are in better shape. I guess it depends on the needs of the house.

How bad are the current floors in your in your living room? If they are in bad shape, I'd do the living room because it is probably the room you spend the most time in and it is probably the first room people see when they enter your home.

Well we chose kitchen and new appliances last time, but I'm really in desperate need of new flooring in the living room. For me it really depends on what shape everything is in and what you can live with. I felt I could live with my flooring another year or two but the kitchen looked terrible and the appliances were on their last legs.

I'm still waiting on wood floor so that would get my vote! We did kitchen first, because we were moving often and that update has biggest effect on sales- or so *they* told us.

In my house it would be new paint and floors Because that's what we need the most. It is hard to say what you should choose without knowing your needs.

$4K wouldn't get me the kitchen counter I want, especially when you add in sink, faucet, backlash, so I would do the living room.
Although, like others have said, it really depends on how bad your rooms are now. I'd the tub leading leaking? Then go for the bathroom remodel. How are you living room floors now?

$4,000 seems like a very small budget for a kitchen redo.

Are you staying in the house or planning to sell?
With limited information, I would put the money into the bathroom. I wouldn't touch my kitchen until I had the budget to redo the whole thing, not just the counter & backsplash.

The bathroom is what I'd do mostly because that's the one room in the house that looks the most dated right now.
If I could split that $4000 in half, I could do both the kitchen and the bathroom and keep the updates simple, but that's me.

I would do the flooring and paint because for $4000 you aren't really going to get anything fantastic for the kitchen remodel. How old are your cupboards if they are newer cupboards I think $4000 wouldn't be enough to make it look decent. Once you do the backsplash and counter you will want to redo the sink more then likely and unless your kitchen is newly painted I would think adding new counter and backsplash to the space will warrant new paint.

For sure the bathroom improvement.
Then backsplash in the kitchen and after that wood floors and paint in the living room.
However, your COL must be much different in your part of the country. Any of those improvements would be double in my area.

Are all of these projects the only things that need to be done to complete their respective rooms? In my case I wouldn't do the kitchen as I want to overhaul the entire thing but don't need to do the bathroom or wood floors.....so I'd save the money until it was enough for the kitchen overhaul. Not very helpful for you, sorry!
