I'm looking into getting a printer so that I can print digital stamps and images to color in. Is there a specific type of ink that needs to used so the lines don't run? I would be using watercolors (pencil and cake), colored pencils with gamsol, and markers.

I think the most important thing to consider is that the printer you're planning to use has ink that won't run or bleed when you color in the designs with your chosen media.
Back in the day when I sold regular rubber stamps it was easy. If you wanted to color in with watercolors or regular water based markers, you would use a permanent (solvent based) watercolor ink to stamp with because it wouldn't bleed when the water based media was applied.
If you wanted to color with pencils/gamsol, you would use a water based dye ink to stamp with because that wouldn't bleed when you applied the gamsol which is solvent based.
My Epson printer uses DuraBrite ink which I believe is solvent based to be lightfast, water resistant, etc. so it won't run if it gets wet. My DD colors in coloring pages printed off with that printer all the time using washable water based markers and they don't bleed. If I wanted to color with pencils/gamsol or alcohol based Copics (I haven't tried either with prints from this printer), it's very possible that the ink might bleed.
I would suggest going to an office supply store and see if you can get a test page from the printers you're thinking about buying, bring them home and color over the printed lines with both types of media you want to use and see if either type makes the ink run. It may also be possible to spray the printed images with a workable fixative spray, but I try to avoid having to use things with heavy chemical smells if I can because they give me headaches!
