I found a bunch of old negatives among my mother's old pictures and I hate to take them to a drugstore or somewhere for fear they will get lost. I know it is possible to scan them on a home scanner and print out back and whites but do you have to have special software or a special scanner?

Any scanner will work. You only need special software if you plan to do any photo editing to thema after scanning. eta: I didn't notice you were asking about scanning negative. You will need a special scanner, or scanner adaptor for that. Not all scanners can do negs. but the rest holds true for negative.
Scan at a resolution of at least 300 ppi. I usually scan even higher, around 1200, but the higher the ppi the bigger the file and it is possible to over run your computer memory. I move them to an external hard drive.
I prefer to save as a tif file as it is a non degrading file type. Jpg is a standard but every time you open, edit and save a file some information is lost. Enough open/save and the file will degrade considerably. Open/CLOSE does not cause the file to delete info; just re-saving every time.

So what photo editing software should I use OR once I have the negative can I upload it to some place like shutterfly?

sweetshabbyroses I just realized you said you had the NEGATIVES. Sorry. That is different. Your scanner will need to do negative. It will have a dual light source (scanner bed and in the lid) It will also need to have a negative holder the same size as the film you are scanning. Scanners that can do 35mm film are pretty inexpensive ($100 or so sometimes less) It will come with the software you need to convert a negative into a positive image.

I have had success scanning negatives with a regular scanner. The image comes out reversed. I used Photoshop Elements to reverse the negative image.

That is seriously AWESOME! I have a small gift size bag FULL of odd sized old negatives that I doubt very much I would be able to have printed anywhere of my mom and her sisters when they were young and I've been wondering how/if I'd ever be able to see what was on them! I'm going to give it a try in June when my sister comes to visit. I'm sure she would be just as excited as I would be if it works!
