It sounds like a Bundt pan. Google Bundt cake recipes.
ETA: I recently used this site for the basic recipe.

That sounds more like a torte pan, but mine has a removable bottom similar to what a springform pan has. Maybe for shortbread?

Is it like THIS? I'd make a strawberry shortcake.

It sounds similar in size and shape to Williams Sonoma's Oreo cake pan. You might see if you can find the recipe for that one online and check liquid/dry ingredients ratios and general recipe texture. It would give you a good idea of what recipes will work for the pan and which ones won't.

Can you find any sort of manufacturer name or other identifying marks on it? That might help you something online. I inherited a heart-shaped pan and a Christmas tree-shaped pan, so to find out what "size" pans they were (to know the amount of batter to use in them), I poured water into them up to about where it would normally be when you fill a cake pan. I think they were both about the same size as 8 or 9 inch round pans, so I marked that on the bottom outside of the pans. I also have a fluted pan like sunnyd linked, but the sides are shorter. My first thought was to use it to make a cookie dough crust for a fruit tart or fruit pizza, but I haven't used it yet. It's non-stick so there shouldn't be a problem with things sticking and breaking apart. Anywho, I just woke up and it's 4:30am, so this post is probably not very useful to you- let us know what you find out!

Looks to me like a tart pan that you pack a butter cookie dough into to make a cookie shell that you would then fill with fruits, puddings, mouses, whatever.

If it's a tart pan, why put a design on it that's only going to be covered up?

No, it's similar to a tart pan, but the bottom decorations make it obvious that whatever is baked in it is supposed to be turned so the design shows. like this pan It's meant to be a shorter layer than standard with the embellishments baked in. Bake something in it and tell us how it works! I would fill it halfway full of cake batter and see what happens.

Maybe it's a hydrox cookie pan since the Oreo idea was taken already

We call that a "flan pan". Our flans are very different from American ones. Sometimes they have a cookie crust, but my mom's had a cake crust with fresh fruit and a glaze on top.

I have never seen a flan pan with a decorated top like the one above. The ones that I have are fluted edge with a raised middle so when you turn the cake out it is indented.
