I used to have dedicated space to scrap before we moved. I am still able to scrap, but everyone must be awake and not want to have to cook anything. I used to stay up late or get up early (or if I could not sleep), I would just scrap. That is not possible now.

My craft stuff has been in such a mess that even though I had a nicecraft room in our old house the 2 years we lived there I only did 4 layouts. I did do a bunch of cards, mostly for daughter work kids to put together as a craft. I cut all the shapes out on my cricut and made kits for them. I also was in a card swap that was fun.
Now that we are in the new house and I have been organizing I willbe able to scrap more easily now.
I have gone through times where I bought more than I scrapped. But I also know that I have more stuff than I need and I could probably go years without needing anytjing but adhesive. I have a crap liad of adhesive but I always run out. I also always seem to needle blades and mats for my cricut.

It used to be 50/50. Now I definitely scrap more than I shop. Which is good, because I am running out of space for my stash . . .

For the last few years, I could pretty honestly answer NEITHER. Most of my stuff was packed, which meant not much scrapping. And since I have limited opportunities to go somewhere decent to buy stuff, the shopping was limited too by default (I like to see things IRL before I buy, usually). If I had an opportunity to go somewhere I would shop, and if I had the opportunity to scrap, I would scrap. But neither one happened all that often. Now that my space is coming together my plan is definitely to scrap more. I have a big stash and loads of projects that have been sitting on ice for a LONG time, so hopefully by this fall I'll have things together enough down there to sit down and knock a few things off of my to do list! Sounds like you and I are in the same place! We started our addition almost a year ago, and my stuff has been packed since before then. Though the builder finished what we contracted him to do in 8 weeks, we have been doing all the finish work ourselves little by little as we have time and remodeling the existing rooms as we go as well. With working full time there isn't much time to work on the house, so it is still not done. But we're close. One more bedroom to finish painting, the bathroom to install, and then my craft/scrap/sewing room furniture. Right now I revel in a freshly painted empty room and try to decide on the layout. I know it will never be this clean again. Really looking forward to getting the house stuff behind us so I can scrap and sew again soon.

I don't use a lot of product and I shop very little. But yesterday I was in H.L. for nsbr reason and they had kits on clearance for 5.99. I got one of each. Those are so pretty! Good price!

Both plus organizing. I've been spending a big chunk of my scrap time trying to get more organized so it's easier when I do scrap. I have also been spending a ton of time watching process videos on youtube.

I am in the middle. I swing from shopping and organizing to scrapping binges. It is all part of the hobby. Right now I am scrapping both Project Life and regular pages.
