I am so sorry that happened! Losing pictures is a big fear of mine. I too keep the picasa setting for do not delete off card as I save the camera cards as if they are negatives. I don't trust computers! I also have them on hard drives.
I don't know how to help, but I hope someone is able to help you. I understand how you must feel. Prayers for a quick find for your pictures. I guess you could possible take your computer to Best Buy and see if the Geek Squad can help. Or call and ask them?

You can stop crying. Find a program for retrieving images from the card itself. Chances are good your cards' manufacturer has a program specifically for your card. I can't recommend a specific program because I've not used one in about 5 years which is ancient in tech terms but 5 years ago the program even retrieved images that has been reformatted several times.
All is not gone. It just might cost you a bit to retrieve it.

Are you saying Kodak may have a program that would supercede that? Because right about now, I would gladly pay pretty much anything.
Volt is correct. There's probably still images there. When you say "delete" it really doesn't "delete". How you download your files and save them seems odd to me, so I'm going to suggest you find a tech person to help you out to try to locate them. I'm betting your files are still on your computer. (do NOT empty your recycling bin)

Do not take any pictures on the card, it'll overwrite the ones that were there.
I've had great luck with image rescue getting pics back off deleted memory cards. Good luck

If you open Windows Explorer and look at the folders, do you see one called "Downloads" and if so, are the pics there? What about somewhere in the "Pictures" folder?

I have had great success with a program called Recuva - just used it this weekend. It is a free download.

The geek squad is useless. Find some local guy/girl that's into fixing computers, OR, talk to a local photographer and ask them who they might refer you to to help recover some photos off a disk. Oh, and stop using that card for now, go get a new one.

I always thought taking more pictures would overwrite some of the deleted files.

Even if you over write, or reformat a decent rescue program will find everything. Nothing is ever truly completely gone. Really? I always thought taking more pictures would overwrite some of the deleted files. Sometimes it does. Sometimes it doesn't, instead it writes to a different part of the memory. Even if it does over right a good recovery program will be able to unscramble the files from each other. You need to overwrite the whole memory thousands of times to get enough file scramble to keep it from being unretrievable. If you've taken any sort of "private" photos of your kids or self, don't ever give that card away. Even after reformating it, if someone ever tries a recovery program on it they very well may find things you thought were gone.

I've done this far too many times with user error ?
