IME in two different new school buildings, they must hire first-year architecture students to design schools. There are a lot of things that don't make sense.

I get where you are coming from with this. Our new (a few years ago) junior high was designed by a firm doing their first school. Same company did our renovation of the old junior high to convert it to an elementary. What I could tell you about things that don't make sense, are just plain stupid, are costing more money than expected to run/maintain, etc.! However, it isn't just because of the architects/designers; some of the problem decisions were made by the superintendent or other men in administration.

I don't know that it's a big deal. Before concession stands we sold concessions at games right off of a folding table and drinks out of a cooler of ice and no one cared about running water etc.

I believe there should be certain standards for food service, especially in a permanent structure built for that purpose. The pizza is in boxes, so no one touches it. Again, this is the menu for a girls spring sport. I'm not sure what is offered during football season. I do know they have hot cocoa.
It just seems penny wise & pound foolish to construct 2 semi-functional stands & no outdoor restrooms. Why not bite the bullet & run the water down there? I would appreciate not having to walk up a hill & going into the school to use the restroom. I don't know how handicapped people manage it.
We are in in central NC and pipes rarely freeze here. It does happen.

As long as everything is prepackaged, and no one is prepping any food, I don't have a problem with it at all. I think you'd be shocked to know how many concession stands don't have water. Think of all the little buildings in the middle of baseball fields, soccer fields, youth fields of any kind. They don't generally have water of any kind run to them. It costs a fortune to run plumbing to semi-remote areas.

I hadn't really thought about this, but our high school concession stand didn't have running water either. The bathrooms were attached to the field house up the hill and there wasn't water run to the field at the bottom of the hill.
I am wondering if the concession stand was lower than the intake to the sani line and that made it difficult to run water to the building. I know if you are in a house with bathrooms below the intake you have to have an ejector pump because gravity is against you. I don't know all the details of where the lines are and all that, but - while it would not surprise me in the slightest if it was all built so as to cut corners because I know lots of that work was done by the masonry trade students - I also wonder if there weren't actual logistical issues in running water to the field.
I guess as a mild germophobe it would bother me, just because I know that hand sanitizer and hand wipes are completely useless against some germs, like norovirus, against which proper handwashing is the best defense. (Noro is not susceptible to alcohol or many other disinfectants.)
