To me that pronunciation means "capable of moving" as in "The baby has learned to crawl so she is now mobile" (rhymes with pile) But the thing above the crib is pronounced more like "moh-bul" anything portable (can be carried around) is also "moh-bul" and the city is Moh-beel.
