Who shops more than actually scraps? I am constantly buying paper, embellishments etc having something in mind to do with it then never take it out of the packaging or use it. Thinking of setting myself a 'no more shopping until I have created at least 10 pages using stuff I already have' challenge (not counting the order I placed today)!

No, of course not! Most of us do this from time to time.
I like the idea of setting a goal.
My goal was no scrappy purchases until January 1st, except things like page protectors and adhesive. I confess, I did place a stress related purchase today of a stamp and matching die set. I've stuck with the NO PAPER, though!

I go in cycles. Sometimes more shopping and sometimes more scrapping. I pretty much only buy online so when I shop I usually place a big order. I think it helps that I have been scrapping long enough that I really know what I will use and what I won't. I don't buy anymore just because it's cute or the latest trend.

I used to shop a lot. Finally realized I needed to use up or purge my supplies. Gave away a lot and seem to have my stash under control. I could probably purge more!
Now I shop but I really have to like it to buy it! No more buying just to have the latest greatest!

While working on a page is very fulfilling, I'm not sure if I like organizing or using my supplies more. I'm a freak like that. I have just set up what I call Carie's Craft Cycle. When I was working on my layout last week I finally realized how not keeping up with certain aspects of each of my crafts, while only doing the fun stuff, I never quite get anything finished. And in some ways, made the fun stuff less fun. So I came up with a list of items that often get ignored (scan photos & negatives, gather photos from other family members, get discs of old negatives made so I can print what I need, finish journaling a page, complete an unfinished page, put negatives and CDs in archival storage, learn how to use a product I have, plus tons more) and the plan is to complete a cycle before I move on to the next one. Some items are by task (finish journaling, learn new product) and others are by TV episode (scan photos, put negatives in archival storage). I am currently netflixing Supernatural. If I want to watch a movie instead I divide the movie time for 2 cycle items. I am fortunate in that I have great systems for most things already in place, they've just fallen by the wayside because I haven't been crafting much in the past several years. It has been working very well so far and I am getting a lot more done during an episode than I expected. Some of my tasks should fall off pretty quickly. Of course, I'll never have all of my negatives scanned! Your post inspired me to tie my fun money to it. I am limiting myself because I have just splurged over the past several weeks, but still. None for the month until a cycle is complete.

The last time I scrapped was about 5 years ago. I have continued to buy. No, I am not kidding. Shopping makes me happy and feeds my addiction.

That was definitely me, and for many reasons.
Now, I am trying really hard to scrap more than I shop. I (like so many of us) have enough stuff that all I need to buy is page protectors, albums, adhesive & blades and I would be able to scrap for. years.

I think I could do this if I owned an electric diecut machine. Not including my craft robo which I never got to work. Not once. Oh, plus maybe some inks. And white/black/kraft cardstock. Journaling pens would run out.

I like to do both and have definitely spent more time shopping than scrapping over the past several years. I finally was able to get my scrapping stuff unpacked this spring. We moved three years ago but I wasn't able to get my studio done until last fall/winter. I'm REALLY looking forward to this fall and winter. I should be able to turn that trend around and start actually using all of the stash I've built up now that my kid will be in school full time and things in the studio are unpacked and getting organized little by little so I even know where all most of that stuff is! (Ha ha, the stylus pen for my graphics tablet is still MIA, and so is a set of PL recipe page inserts I bought quite a while ago. I thought for sure once I got my stuff unpacked both of those things would turn up and they haven't. Oh, and weirdly enough, a 6' tall media shelf is also missing! I found the loose shelves but don't know what happened to the shelf itself! How weird is that?)

Guilty as charged It has probably been a good year since I actually sat down and properly scrapbooked but I have likely bought more this year than the last. Part of my problem is that we have a art and craft store at my local shopping centre that sells crafting stuff in what they call dump bins, so I can get everything from stickers to 12x12 stacks from 50c to $5, those cheapie bins are killing me.

So glad I am not the only one out there! I don't feel so guilty now, I will admit to placing a small order recently which arrived today & is still sat on my craft desk unopened. I will try harder to scrap using what I already have & stop getting caught up by all the new stash that keeps coming onto the market.
Ideally I need to quit work so I have more time to scrap but to do that I would need to win the lottery! Then I would have to hire a cleaner & a chef so as not to disrupt my craft time.

DH bought an enclosed trailer before the move and with the help of a couple friends we moved everything ourselves. I still don't know how we "lost" a whole shelf! Oh, and we moved three years ago so unless it's buried in the garage somewhere (DH's hoard is out there, so it's entirely possible!), I have no idea at all where else it could be. My whole studio at the old house was emptied out to the bare walls (and my brother lives there now) so I know it didn't get left behind. It's just weird!

Journaling pens would run out. It's funny you should mention die cut machines. My Slice is one of the main reasons I really don't need to shop. I have a ton of fonts and plenty of die cut shapes to choose from. If I owned a Silhouette, I really would have no reason to shop, lol. But you're right - I definitely could add those cs colors & journaling pens to my list of things I'd still have to buy.

I go in cycles. Right now I'm scrapping more than shopping, and things are tight at the moment so it'll probably be that way for a while. But I've definitely had times when I shopped more than scrapped. Like the time I was a member of Club Scrap so I was getting kits each month but wasn't doing any scrapbooking. For at least a year. I'm still trying to use it up.

I like to do both but I've bought a crazy amount this year, it's my first year to scrap so I was starting from scrap, I live in Ireland and I have to get every little thing online and wait 2 weeks for it so I wanted to be set up.
It's such an addiction

I think I am a professional purchaser of paper and other supplies. I only started scrapbooking in 2014 and started my full time PL album in January 2015. I started watching youtube videos and looking at pinterest and going to craft and scrapbooking stores (and using coupons) and the next thing you know I have enough supplies to keep me occupied in a bunker while waiting out a zombie apocalypse. Now we moved to Spain so there are not a lot of places to get supplies but I am a member of two kit clubs. I keep up with my PL album and try to do at least 2 layouts a week for scrapbooking (plus I make an occasional card and art journal layout...new things I added to my crafty endeavors...and new things to buy) but it does not seem to use up the supplies as fast as I get them. I know I need to make a change and I am planning to do it in the next month or so. I want to do as some of you have suggested which is to only buy adhesive, pens, page protectors, albums, white card stock, etc until I make a big dent in my stash. It takes some amount of courage though because I really like all of the new, pretty, shiny things.

I really like the idea of tasks-by-television show, too-- I must try this one, for sure. (once I get my room organized again, that is-- or heck, I really SHOULD use this system to actually pace myself in order to GET my room organized again!)
and to the OP question: I definitely shop more than I scrap; there's just no other answer for it. I don't scrap often enough, or fast enough, so my shopping outpaces my creating, and probably always will.
I have now recognized that I go through cycles in my creativity-- sometimes I feel like creating, sometimes I feel like shopping / acquiring but NOT creating, and sometimes I don't want anything to do with anything creative at all. I used to worry about it, but now I know that my inspiration and creativity ebbs and flows, so I am assured that I will always go back to creating eventually.

This is part of why I subscribe to a kit. I see a collection I like but then think, no, I should wait and see if any of it comes in my kit. And I get new supplies each month, but within a set amount (the price of the sub), so I always have fun, new goodies to play with. So I really only buy adhesive, cardstock, page protectors and albums, etc. That, with the occasional trip to Tuesday Morning, and I'm good.
