Driving home this afternoon, a sheriff's car with lights on is blocking one of the lanes of a busy highway overpass. As we wait at the light, the deputy and another man both head to the deputy's car and get in. The civilian (jeans & t-shirt) gets in the front passenger seat on his own. As we go through the light we see there is one car in front of the deputy's and it pulls into traffic, followed by the deputy. The deputy takes the first turn off into a business area and the other car takes one a couple minutes later. No one looks upset or like there has been a confrontation, so what the heck happened? Be as creative as you like  |

Sounds like a trainee was doing a traffic stop or helping someone in the roadway.
Around here, at a certain point in their field training program, newer officers have field training officers who dress in plain clothes and ride along with them. The training officer dresses in plain clothes to act as an observer while the new officer acts on their own.

Or....the civilian was a witness of some sort. I had to do that once after I was the only witness to a fatal car crash. They took me to the station for a statement, then back to my car.

How awful to witness a fatal accident. This definitely wasn't an accident scene. The one car had no damage and no debris on the road. I hadn't thought of a training officer lovestocreate - that is a definite possibility for this scene. |

There was a traffic stop. The cop noticed the guy in the jeans was wearing a Counting Crows t-shirt. The cop is a huge CC fan himself and had just been to a concert this summer, where he got some great video footage on his iPhone.
He had the guy in jeans come on over to the cop car where his iPhone was to watch the video. The guy in jeans said, "Awesome! I've got a bunch of bootleg (which CC completely encourages) CDs in my car!
The cop asks if he can look through them and burn some of the shows he doesn't have. Of course the jeans guy says yes. The cop suggests they pull into the nearby parking lot so they don't hold up traffic any longer.
