So, I want to make one of these for my sons birthday party (as decor). I can't figure out what they used for the eyes? I was thinking of a ring from a mason jar but am not sure what else would work or what they used to make the eyeballs? Any suggestions? Thanks!

Looks like the bottom of a plastic bottle, cut off, and spray painted white.

I would use Mason jar lids.
ETA: I'd use the whole lid (both the ring and the flat self sealing top). The inside is already white. Buy some 1" wooden half balls at Michael's, paint those black and use E-6000 or something to adhere them inside the center of the lid. You're on your own with figuring out how to attach them to the tires though!

My guess is also a 2-liter soda bottle cut off, then painted. If you wanted something that's already white, you could use the top of a pre-sweetened Kool-Aid/Country Time Lemonade mix canister. Solves the question of what to drink at the party, too!

It almost looks like the sink strainer inserts. Maybe they have them at Dollar Tree.

It's sink strainer things. The pupil is the part you pull on to get it out. I like some of the other ideas above too.
