I'm not sure what you mean. You won't be able to do anything with the iPod if it is password protected and you don't have the password.
You can buy iTunes music from any device, including your desktop. You don't need the iPod at all.
If you want to surprise the owner of the iPod with music, you can buy it from your iTunes account and "gift" it to the iPod's owner, but you need to know their email addy.

My iPhone has the fingerprint security. When I selected an itunes song to purchase, I just placed my finger on the 'start' button on the phone, and bought the song without keying in the iTunes password.
