I need a boy scout themed white elephant gift for around 5 bucks.
I was thinking marbles, with the instructions for the game ringer. I can sew a draw string bag out of some kind of boy oriented fabric (sadly I don't think my stash of Frozen scraps will cut it) and throw in a string for the circle.
Any other ideas? this is DSs first year doing this, and I know jack about what they do. DH has been the one taking him to the meetings.

First thing that came to mind was matches, and a waterproof something-something to keep them in. Maybe something you can sew? Or do they just use ZipLocks for that? Tell them it's more environmentally friendly because your handmade waterproof match-holder is reusable  This one is kinda tough though. Anything cool you could do with an old map? Fold it into something neat, or decorate a notebook with? Or just go straight to Pinterest and search that shit. It's almost uncomfortable to think how much I rely on Pinterest these days.... Oh! Homemade granola in a jar? Sounds Scouty!

I would give a pair of heavy duty socks because they always learn to keep their feet dry on hikes and campouts.

Do you have a Rugged Wearhouse near you? They had some great gifts for under $5. I got my son a few stocking stuffers that would be perfect for Boy Scouts. There was a camo headgear flashlight - you know, the one that you wrap around your head. There was a small magnetic dart board that got great reviews on Amazon and there were quite a few more.

One of the biggest hits when our troop does a gift exchange: beef jerky. You're talking teen and pre-teen boys. Anything edible is a favorite, even gummy bears.

Knife Nerf darts (we have a lock in each year) Whittling thing Hand grabber (those long things that you can use to grab things, they are great on trash pickups) Stuff bag Flashlight Matches and older Flint and steel Shovel
