My girls have been watching Once Upon A Time on Netflix for the last year and have finally caught up to present. They're looking for a new Netflix series.
They are 7 and 10 and enjoyed the story lines of Once upon a time. They even watched Once Upon A Time in Neverland when that was on. I like that Once upon A Time has no swearing or sex. Any ideas?

Is Charmed on Netflix? That would be a perfect fit if they loved Once Upon a Time and I think it was pretty tame

I think charmed has too much sex- but maybe I'm wrong. I'll look into it.
My younger dd has decided she wants to watch Star Trek the next generation but she can't convince my older dd.

Charmed did have a few sex scenes, I think. It's been a long time so I may not be recalling properly.
My daughter is 8. Right now she is watching Wolfblood (with her dad, lol) and she really likes it. It's a British show about young teenagers who are werewolves but it's more about keeping their secret, pack dynamics and such. There is a bit of dating stuff but nothing inappropriate and no foul language.
She watches another British show called So Awkward which is just a silly sitcom. She likes Liv and Maddie, Jessie and Wizards of Waverly also.
She may like Ince Upon a Time, maybe we will check it out.

If you have amazon prime video, we really loved Just Add Magic. Friends solving a problem through a recipe book and magical ingredients. Really good character lessons and a plot that I enjoyed too. No swearing, no sex, only a little standard pre-teen conflict here and there. Really great show.

Doctor Who is a great choice for that age, but Torchwood (a DW spin off) isn't, just so you know. It's more adult. Any of the Star Trek shows are fun if they like sci fi.
My 11 year old still loves My Little Pony. The new one isn't bad and can be pretty funny at times.

She is 13 and it was maybe a tad young for her taste but it hooked you in.

I know you said Netflix but...do you have Amazon Prime? I just finished watching the cutest series that pre-teen girls would like called "Just Add Magic"

We don't have amazon prime streaming because we're in Canada, but I'd love for them to watch little house. They've seen a couple dh has found for them.

My dd Is older than yours but she's watching Merlin and LOVING it. I think it would be fine for that age. It tells the story of King Arthur when he was a teen and Merlin is his teen servant, just coming into his magical powers.

If you are uncertain about a show, you can check the reviews on commonsensemedia.org. It's a good resource for judging the exact issues for a show. It does contain spoilers.
I found those preteen years the hardest for content. They want more mature themes but aren't really ready for much just yet.

She's got this constant expression of teenage angst. Best Friends Whenever is pretty awful, too. The banter between the main characters makes me cringe. That being said...... My girls (7 & 9) love the Mako Mermaids and Project MC2. I'm going to have to check out Just Add Magic.
