I plan to get my DS an iPhone 5 (he has just a regular cell phone now, not a smartphone). I want to be able to turn off the ability to use apps if the situation presents itself. Is that possible?

You can turn off the apps and internet. Works wonders with my teen.

There is a click in settings for cellular/data. I turn off my data all the time on my ipad so it's not spinning using up my limited data if it's on. The problem is that he can easily go turn it back on.
Another thought is it might depend on your carrier. When I got my iphone, to get it at the cheap rate, I had to purchase the data package for XX months. Now I think I can turn it off in settings but I still had to pay for it.

I'm not sure if you mean to use as a punishment, or to prevent roaming charges.
They do have the ability to set the phone for no data or no roaming. My kids have their data off all the time, as I told them if they go over their data plans, they have to pay the difference.
Hopefully Merge can answer the question about the apps.

You can turn off the apps and internet. Works wonders with my teen. This is my plan. I need something to give him an incentive to do better in school. His behavior is excellent, but he's just skating by on grades when he can do much better.

Settings>general>restrictions. Turn restrictions on and set a passcode that you can remember but your kid is unlikely to guess. Turn the slider off for Safari and set Apps to none.
Now the phone is basically only good for calls, text and music until you go back into restrictions with the passcode and turn the apps and browser back on.
We use it for behavior issues but I also set it that way at night. We want her to be able to listen to her music at night but not to be up til 3am on Instagram.
