Has anyone done this? Which services? Would you let a responsible 17 year old do this alone? I know nothing about New York and its transportation options/safety.

There are several options. If it were my kid, I'd have her take a shuttle or a cab. I think that would be the easiest. There is no direct public transportation. It would involve a bus and a subway. We did that once and I felt like it was a PIA and would take a shuttle service or a taxi in the future. The cab would be fastest, but a shuttle bus service will be the cheapest.
Would I let my 17 yr do it alone? Probably, but she is well traveled and fairly savvy with this sort of thing. She actually just had to get herself to the airport (booked a shuttle service) and fly by herself this past weekend. I made her text me at each step of the way because I was nervous. She was not!
Is there anyway to avoid the airport to airport transfer?

I've done the reverse in the middle of the night and took a cab with 2 strange men. We were all diverted to La Guardia due to storms. If she is a worldly 17 year old I'd go the cab route. I think it was $35. Skip the car of strangers though.

Yes, a cab, though more expensive, would be the easiest and most direct way to get from LGA to JFK. After she picks up her luggage, she can go right out the door of the terminal and there will be a cabstand with cabs waiting to accommodate passengers. Easy and safe, and she should be able to cab right to her JFK departure terminal. Depending on the time of day, if traffic is moving, it should take about 40 minutes.
