It's not just those who had cardiac surgery. Childhood cancer survivors also need someone who will look out for potential long term side effects. For ex, children who had radiation to the chest are at higher risk for breast cancer at a younger age and need earlier surveillance than average.
I do wish the article had taken it a step further and talked about which sorts of surgeries can have long range issues. I suspect it is not the same for them all.
