Is it supposed to be artistic, splitting the screen into 3 then blurring out two thirds of the picture? Because it's not artistic, it's JUST FREAKING ANNOYING!! I am seeing this more and more on Facebook. Why?

I've thought this as well - but I think it might be more of a tech issue - they've filmed it in portrait on their phone...so the blurred bits are added just to fill in the 'spare' space. I think the dimensions are pre set in YouTube, so if your video clip is smaller, then the video doesn't show up smaller - it still shows up in same aspect, so the blurred bit gets added in to fill in the gap.
Not technical language, but does that make sense?
ETA: like our 1SE clips, if you film it in portrait there's a big black space on either side...whatever app they use must take the image and fill in the space and blur it.

When you take vertical movies, it does not fill up a TV screen, so that is added to fill in the gaps on the side. The videos you are showing looks like they are from a TV broadcast that someone put up on YouTube or Facebook. It is quite common here in the U.S. to see videos like that on the news.

When you take vertical movies, it does not fill up a TV screen, so that is added to fill in the gaps on the side. Oh, that makes sense. To me it looked like the side bits were part of the same frame but now that I have a closer look I can see that it is not. I retract my vent now!!

If it is a personal video, it's because of the way that filmed it as pjaye said. If its a tv programme, sometimes they cut the sides or 'mirror' the image to avoid copyright scanners.

It's a way to fill the screen so you don't have black on either side of the video. It annoys the hell out of editors because people do not grasp the concept of turning your phone on its side when you shoot instead of stupid portrait. Drives me nuts to see video like this because it would be so much better if they just turned the damned phone.

Basically what you're seeing is a stretched and blurred version of the video, that is layered behind the badly shot video. So it will match but won't be as distracting and jarring as big black bars.
