I wouldn't send them any government ID or other personal info. Just in case that this Noel person is just mining for info since he's broken into your email account.
Oh, and make sure your passwords are really hard to guess. Lots of people use the same passwords which makes breaking into their accounts super easy. My dh says to use numbers, capital letters, and symbols if the password program allows that. It makes guessing the password more difficult. Many people use their pets' names as passwords. If somebody saw a photo on your Facebook and read that your dog's name was Rover, R0V3r would be more difficult to crack than Rover or rover.
I have heard of people mistyping their email addresses which belong to someone else. Their email is actually summer.fun@yahoo.com and yours is summerfun@yahoo.com, and they forget the period.
Would making this Noel's facebook page a memorial page solve the problem? People could still write on the page, but the other functions would no longer work, right?

I will just make the emails go to spam.
If he did break into my email which I don't think he did because he would have hijacked the account I would think. There was nothing interesting in it other than a million scrapbooking messages from years ago! they were so much fun to read! You have no idea!

If it is an old email account, that you rarely use and he has been inactive on FB since 2012, I can't imagine that you are getting too many of his messages.
I would just delete the messages or change my email with Joanne's (you mentioned that is mostly what you use it for).
If the account hasn't been active in 4 years, perhaps he passed away and his family and friends want his account to remain open.

Looks like he set up a new page that he was using after that one. Probably used the wrong email address on accident. So I'd delete and move on Facebook page

I had a FB profile set up on a rarely used email account. I did a lost password, got into the FB profile and changed the password. Bam, that person doesn't have access. I could have also deleted the account. There was a reason I didn't but I can't remember now.

If you can get into the FB account, but not delete it, you can unfriend and block all the friends and change the setting so that he's not visible and then forget about it.

I would do all of the above, but then I would have your family and friends report the profile and fake. That should take care of it.

This person just used the wrong email address. I have no way of knowing what email address my friends are using for FB unless they post it. I like what someone above suggested, request a FB password reset and then go in and either change the email address or delete the account. You could also delete your email account since you say you hardly use it.
