I'm going to call the vet tomorrow as he is rubbing his butt on the ground, but he has also licked the carpet a couple of times. I've never seen him lick the carpet. Is this an indication of something?

Oh, and when my dog dragged his rear it was because of his anal glands. A trip to the vet fixed that.

My Mom's cat drags her rear because of an allergy that causes the base of her tail to itch. She also scratches the fur off on the top part of the base of the tail.
Our cat licked the carpet because he ate his own fur. He would lick it up and then barf up hairballs later. Annoying.

Could also be worms. Definitely a visit to the vet is in order I'd say.

My vet told me this may be a symptom of kidney disease - cats lick anything looking for salt.
