In the future, the bank will issue you temporary checks at a branch office - usually free of charge. They won't have her name printed on them, but there will be a space for her to write it in, and they will have the routing and account number printed on them. They are very handy for paying bills in cases like this.
Again, it is very important to follow up on the certified delivery part of the issue. It will give you an indication as to whether the MO was actually delivered to the hospital. And if it was, and hospital staff signed for it, then they bear some responsibility.

Unfortunately the payment was never received by the billing dept. My sister is beside herself! I am so baffled how this could happen.

Unfortunately the payment was never received by the billing dept. My sister is beside herself! I am so baffled how this could happen. Who signed for the letter? You said she mailed it certified. If she didn't then she is out of luck - that stinks! If she did send it certified, then there is a trail to follow and if the post office didn't deliver it to the hospital, they are responsible. Next time have her use a debit card connected to her checking account and pay over the phone. Or pay over the Internet. Most hospitals accept either payment over the phone, over the Internet or both. The only checks I write are for stuff for my kids' schools, although next year we will be able to pay things like lab fees, field trip costs, etc., over the Internet too. And then I hope to never use my checkbook again.

Yes she did indeed send it certified mail. We don't know who this mystery person is so hence the wild goose chase begins.

If it isn't hospital staff, then the post office is responsible. If it is hospital staff, then the hospital is responsible.
